Not practically. BGP has had three decades of scope creep. What began as a primitive mechanism for distributing simple routes has been extended many many times. It is now everyone’s favorite distributed database and is now used for managing VPNs, monitoring our IGPs, and anything else that you can think of.  We use BGP as our favorite dump truck.

Reducing it would require that we deprecate deployed functionality.
