It isn't application-neutral, though; the service it provides is much 
better suited to applications that don't care about time, so can easily 
tolerate queuing delays and retransmission of lost packets. It's fine 
for fetching web pages, or downloading media files and playing them out 
locally, but the service we get with video conferencing etc can be 
pretty rubbish.
