I'm not they "you" you meant :-), but I can provide names:

* Marcelo Bagnulo
* Alvaro Retana
* Alejandro Acosta himself
* Fernando Gont (i.e., me :-) )
* Christian O'Flaherty


I started doing some sort of (unsolicited :-) ) outreach since at least
2007 (see slide 16 of
<http://www.gont.com.ar/talks/LACNIC/presentacion-lacnic-x-fgont-seguridad-tcp.pdf>).
For English-speakers, the text in slide 16 roughly says:

   "There's only a tiny bit of latin-american participation in the IETF
   (3 authors, according to
http://www.arkko.com/tools/stats/countrydistr.html), very likely as a
result of lack of funding from
   companies, educational organizations, and other organizations.

   This is something probably worth considering for those in a position
   to do something about it."


That said, I don't think "lack of awareness" is the real problem here.
