The original IANA registration (https://www.ietf.org/mail-archive/web/ecrit/current/msg08419.html) was for two emergency emergency services existing in Czech republic:



Emergency-Service-1: emergency service offered by the police department or other law enforcement authorities of the local or municipal authorities.

Emergency-Service-2:-emergency service offered by the police department or other law enforcement authorities of the national government.



So two URNs are needed for Czech republic.



A lot of other emergency URNs will probably be needed for other countries - see last column in https://en.wikipedia.org/wiki/List_of_emergency_telephone_numbers
