I don't think it is up to you to say what the expert should do to come 
to a decision. The expert is given considerable discretion to consult 
with whoever s/he wishes.

 From 5226:

       - A designated expert must respond in a timely fashion, normally
         within a week for simple requests to a few weeks for more
         complex ones.

The CT1 schedule is their problem.
