True, but as one of the potential implementors (Maciej of WebKit) was
strongly against it (
http://www.ietf.org/mail-archive/web/hybi/current/msg02977.html) and various
others were also strongly against requiring fragmentation for messages over
4G, it seems like we would not achieve consensus with a 32-bit maximum frame
length.
