'valbadia' was the subtag originally proposed by Samuel back in November, before others were added. The subtag values as currently proposed were arrived at after some previous values were rejected administratively (too short, invalid character).

Personally, I don’t see any advantage to truncating 'fascia' and 'valbadia', which are the actual names of the regions, to fit an artificial length limit. In fact, if 'anpez' is simply a truncation to 5 rather than an adjectival or locally well-known form, I might slightly prefer 'anpezo'.
