Not disputing the chairs' decision, but can we make it very clear that a disclosure this late in the process is *way* outside the intention of the IETF rules? I don't mean to criticise the individual IETF participants involved, but the people who take IPR-related decisions inside large companies really need to understand that late disclosures are not OK, do reputational damage, and may have legal implications that I am not qualified to comment on.
