That is exactly what a WG often does, adopt a document that fits the
charter, is along the right lines and, the adopters trust, can be
hammered into the shape they want after adoption. Of course, not all
hammers are the same shape so some may be disapppointed.

On that basis, I say - Adopt.

Views on mould or shust come later.
