They are perfectly right: this is what RFC 4646 asks. Without this
behaviour, some typos will go unnoticed.

I tested my own implementation, GaBuZoMeu and I'm mortified to
announce that it accepts UTF-8 without even a warning (I did not want
that, I regard it as a bug).
