If you are saying the only solution a network operator has to 
controlling current mDNS traffic is black-holing it; Then we have to 
make what ever the new solution is work in the presence of black-holing 
of current mDNS traffic, including both registration and query of 
services.  One of the use case requirements from the educause petition 
is a non-multicast solution or at least a greatly reduced multicast 
solution, for heavily congested Wifi networks as mentioned below.

This is not the vision I would prefer, but I'm more interested in a 
workable solution than getting my way.
