Greg,

Maybe I was not clear.

My observation was not about what set contains. My observation was that the
way I was reading the framework I understood that framework mandates that
there will be more then one set in MPLS header.

In my proposal that is never the case by design. Only one set is needed for
RAF.

But Tony and John clarified it already for me so I am happy :)
