That's your policy choice.  I don't believe you should be able to
enforce that choice on others.

I think that's a poor mechanism, but it is an alternative mechanism.

Sure.    Good reasons?  Maybe.  Feeping creatureism?  Maybe.  Either
way, it boils down to the question of "is this a mechanism we want to
specifically address/include?"
