[JD]  I'm not sure what you mean by nv03.  If you mean a yet to be chartered WG group that develops enhancements to existing IETF technologies to address requirements unique to the data center, then I would agree with you.  Btw, are you aware of the VM mobility draft:  http://datatracker.ietf.org/doc/draft-raggarwa-data-center-mobility/?
