And, Microsoft's Visual Web Editor Developer Express Edition is free and
it's very, very similar to XMLSpy.

I currently use XMLmind <http://www.xmlmind.com/xmleditor/>. Free for
personal use. Really good, as Bill Fenner wrote a WYSIWYG xml2rfc module
for it.

In the past, I also used Altova XMLspy <http://www.altova.com>. If you
ask, you can get a free license for IETF or W3C work.

Yes, the boilerplate is out of date, but this is no surprise.
	The quirks have been fixed.

	1.	Just edit the I-D using MS Word and this template,
	2.	Print to text generating the .prn file on your desktop
	3.	Upload the .prn and get the .txt file back.

	As simple as this.

I have tried the XML tools but could not find a matching XML
editor. Anyone knows one?

Needles to say, if PDF would be admitted, any editors could be
used to generate professional documents :-)
	No flames on this please.

Yeah I've been using that template for a while, though
it's boilerplate is out of date (I'm not sure any tool can keep up with
IETF boilerplate changes these days :-)).
It's pretty good, but it still ends up with some quirks,
such as printing to the generic text printer in XP appends a space char
at the end of each line, which the ID-submission tool can't parse
correctly.

MS Word and Windows users can try the ISI online tools
developed by Joe Touch

http://tools.ietf.org/html/draft-touch-msword-template-v2.0-07

		http://www.isi.edu/touch/tools/
		Go to templates

I have just done two I-Ds without any problems and
believe it is the fastest and most robust to writer's errors.
