I currently use XMLmind <http://www.xmlmind.com/xmleditor/>.  Free for  
personal use. Really good, as Bill Fenner wrote a WYSIWYG xml2rfc  
module for it.

In the past, I also used Altova XMLspy <http://www.altova.com>.  If  
you ask, you can get a free license for IETF or W3C work.
