This document has completed its working group adoption poll with 
sufficient support.  I will be marking the document as adopted, and the 
authors will be submitting draft-ietf-sfc-multi-layer-oam when 
submission reopens.

If there are mismatches between this and the adopted working group 
document, it will be up to the working group to resolve them.  We need 
to publish a consistent sest of OAM documents.
