I appreciate the nuance you are suggesting.  However, I'm going to leave this issue unaddressed.  A future WG can to decide how they want to use this diagram, if at all.  I primarily made it to help facilitate our scope discussion.

In the spirit of acting on the consensus of the text we have, I'm only going to merge s/WG protocol design/WG's specified mechanisms and protocol design/.  I'd prefer not to litigate a community discussion between the declarative "we won't create new tracking mechanisms" and the more subjective and other qualitative properties of "minimizing" and "not precluding".
