The "lowercasing" is done by the server, not the client.
The URL http://host/WORD and http://host/word are different,
but "host" can choose to decide they're equivalent. That's
what I think we should suggest for other scripts, too:
that services that offer access to resources use matching
and equivalence rather than exact canonicalization for
lookup. I think this recommendation could extend to DNS, too.
