Correct.  The point here is that we need to define a canonical format or open 
format.  The current proposal is written with simple scripts in mind.

There are several BIDI marks. Their problem is that they don't
get transcribed well on paper :-(.

Some nonspacing marks will have to be allowed in some contexts.
An example is the ZWNJ (zero width non-joiner), which is needed
for writing Persian, and which works in this context. Others
have to be examined carefully, but disallowed or strongly
discouraged in most cases.
