"It establishes a practice" of a /64 per host, but the draft is not
designated a BCP. The draft is designated Informational, clearly stating
it's not applicable in all situations. So, claiming "it establishes a best
practice" seems to be a significant overstatement, at least in my opinion.

Furthermore, from a utilization perspective, a /64 per host isn't
significantly different than 10 or even 100 hosts per /64. The number of
addresses in a /64 is so very large any reasonable number put in
the numerator is just insignificant. However, to a certain extent, the same
could be said of /80 per host, and that would allow for a reasonable number
of hosts, with a prefix for each host for a typical /56 or even a /60
residential allocation.

But, this isn't one side's fault because, at one point, the IETF did say
the shortest assignment should be /48, and ISPs argued to go with shorter
prefixes.
