Speaking as a participant.

I would suggest that any requirements found in the document be *required* by at least one commercial network, preferably several. Vendors and enthusiasts like to stuff requirements documents with their favorite features, and in the products they make they can certainly include them. But for everyone else, and for the networks that don't use them, they are simply cost and a source of bugs.
