Currently, the draft is written as a -bis to RFFC 7084, with the intent to obsolete RFC 7084 when it is published.
If this is done, then, no, continued referencing of RFC 7084 would not be appropriate.

If a different approach is taken that leaves RFC 7084 alone, I would agree.
