Having worked on research papers with moderately long author lists, people go AWOL at times, and sometimes you have to really prod them to get their okay to submit something to a conference or journal, especially when projects have been long and the amount of day-to-day engagement varies.  Having all the co-authors ACK that they are paying attention and think things should move forward is a good thing.  Doesn’t mean that all of their nits have been answered, but that overall they can live with it.

So I would say it is necessary, but certainly not sufficient.  Other, less invested folks should also express some sort of positive support, as well.
