Moving this to a WG draft seems reasonable.

It appears that it is hard for several different reasons (the grad
student who did all the work is gone, Brian is now fully retired and
about to go on a month's vacation, etc...) for Brian Carpenter to just
run the same test on Pearson but he can probably do some lesser amount
of testing. I'm continuing to converse with him on this...
