A person could use the existing global (numbers) process.  It could 
take about a year if the person is lucky.  A regional (numbers) 
process I am familiar with would take around four months if the 
person is lucky.

There were some interesting questions on a RIR mailing list.  It 
seems that people would like to understand what all the discussions are about.
