I wish this were true, but my experience is that they tend to think they serve as the IETF’s RFC “editorial board”, sometimes holding up documents on issues that have received both WG and IETF LC consensus. If their input had the rank you describe, it would not have that effect on our document stream.

It would be nice if everyone were more aware of the fact that those who serve are picked from among those whose employers support, who (claim to) have a large percent of their time available to the IETF, etc. That’s the “best of the best of the best” *of who is able and willing to volunteer*.
