I’m a little worried about delayed implementation myself, but one way to
deal with that is to ensure we have at least proof-of-concept running code
prior to publication.

As for encouraging behavior we don’t like; that would be like saying
seatbelts and airbags encourage bad driving, by one analysis they do, but
they also save lives.  I doubt ULAs in the global DNS would ever cost
someone their life, but that’s no excuse to not deal with them if we can,
and I believe we can.
