I may seem pedantic but even such tags follow the grammar, no? You
mention in another message the i-xxxx tags and they are described by
the grammar:

   grandfathered = 1*3ALPHA 1*2("-" (2*8alphanum))
                   ; grandfathered registration
                   ; Note: i is the only singleton
                   ; that starts a grandfathered tag

Or do you mean, instead of "the grammar of RFC 3066bis", "the grammar
of the 'langtag' production"?
