Ok this is a requirement for this specification, so is it a problem for
this specification to be implemented or not?

AODV should use kernel routing forwarding system and not required to
do everything in user space (please reference requirements within AODVv2 of
such user space, because not understood why expected?). Are you reporting
problem within Linux specification or reporting problem for AODVv2
implement? not sure which one you started with as the main specification to
follow. IMHO better to start with Proposed Routing to implement within its
requirements, and to try to make it work within Linux requirements.
