I could be wrong but I don't think he was suggesting that,
but rather putting it out as a hypothetical.

That said, it really isn't clear to me that a measurement activity
actually would belong in this working group, but I'm comfortable
that it's the right place to start a discussion and I do think
that there's value in this kind of metric if it's done well.
So, let's talk about it during the session on Monday and see how
it goes.
