If you want multiple sets of roots within the DNS protocol, you just
use CLASS. "Countries" have 3 digit UN country numbers as well as
alpha codes, so you could assign a block of 1000 CLASSes for this
purpose. Then all you need are B/C/DNAME RRs that include a target
CLASS as well as a domain name... :-)
