Right, using dkg's idea to do everything again to make sure that there
is a consensus. Despite that we have had clear steps all the way from
my first 4880 revision to ietf-4880bis-10 with (in my opinion) rough
consensus for each step. The whole reformatting for the sake of Debian
tooling was not necessary but agreed to it anyway when we first talked
about the DT. Nevertheless it made the process very nontransparent.

Regarding your and my consensus argument conflict: We have developed
OpenPGP always in the WG with agreements and interop tests between the
main implementations without too much problems. That might have not
been fully aligned with the written rules of the IETF. But we have had
always running and interoperable code.

This very mailing list has always been used to answer implementation and
protocol detail questions. We achieved to maintain our protocol in a
good interoperable way from the early 90ies up to 2017 when people
stopped to listen to past experience.

Shalom-Salam,

   Werner
