Before producing text we should use the opportunity of the IETF meeting 
to talk to each other. Unfortunately the meeting we planned today did
not 
happen.

Shorting up the FCAPS-based view to a few lines is not helpful. There is
a 
need for a detailed survey as a guidance for the audience of the
document.
