Here's a stab at a beginning:

IETF network management data models are not organized in terms of
FCAPS.  However, one can generally categorize the use cases supported
by a given model in those terms.  For example, most (but not all) of the use
cases one might envision for the VACM MIB are clearly related to security.
For other MIBs, things are not necessarily as clear-cut, and the obvious
use cases (which are not always documented in the RFCs) may relate to
multiple FCAPS aspects.
