My reading of the state of the discussion is that both use cases are understood. It is just that there is no agreed on way to resolve it, yet. @kazuho said he is not opposed to a signal in QUICv1 that says, "never actively migrate to another IP". I think this is an important use case and shall be done. I am happy to provide a PR; we just need to come up with how the signal will look like. It could be an attribute of Server Preferred Address, for example, or an attribute of disable_active_migration TP (if it had a value and it is 1), or another TP. I am fairly agnostic to the method. Do people have a preference?
