That could be asked of those who wrote the text and whose who provided their consensus. SPA (server migration) is a separate feature from client migration, controlled by disable_active_migration.  SPA does not have to involve client migration and better be controlled separately from it.

Change of protocol families is a cute feature of SPA, and we will see if it proves useful. There is typically a reason why a client chose the "wrong" family. In any case, existence of this feature necisates an update to the disable_active_migration sematic during the feature interactions.

I am pretty happy with the direction of @MikeBishop 's PR, since it restores an ability to provide a signal that "connection resumption is recommended instead of migration to another attachment".
