I had in mind a large ISP spanning a continent. There can be dozens of POPs inside that ISP announcing an anycast address. A change in routing inside that network can cause a different POP being selected. You want to move off anycast address, because anycast is inherently unstable.

This is what I had in mind for the anycast case.  The other case, a desire to stop directing the flow via the load balancer and pointing the client at the server directly, is a distinct case.
