I'd like to highlight something I said in Anaheim:    The intended 
purpose of CONEX is to develop a generative technology: building blocks 
to allow more sophisticated and network-sensitive congestion management 
than is possible with the data available to nodes today.   It does make 
a challenge for determining "deployability".  ISPs will deploy 
solutions, not technology, so "deploy CONEX?" is a very remote and 
challenging question.  And also a very different question than whether 
there is interest and purpose in pursuing it in the IETF.
