I endorse Martin's comments.

DTMF is >50 yo technology. We are supporting it in WebRTC/rtcweb to enable
interworking with legacy real-time communications.

If you want to add App-specific user signalling in WebRTC/rtcweb, I suggest
you look at using the *WebRTC/rtcweb Data Channel*. Really simple to set up
- and there are no analog-telephony type limitations.
