Considering different points in your replies (please keep me honest if I misread/misinterpreted anything) that you think limit should be defined in RTCWeb WG but should be applicable only for digits generated by browsers. That sounds good to me (defining the limit only on API level in W3C is fine from my perspective too).

W3C WEBRTC working group is not the right to group define the acceptable limits for DTMF tone duration. They can determine that API needs to have a valid parameter range but defining the range should be in IETF.
