I know you were joking, but perhaps we do indeed need something that is simple both to implement and license, as the fall-back codec?  We do, after all, have an end-to-end capability negotiation here -- we're not talking broadcast.  We would like it if we could be sure that that negotiation never comes up empty-handed.  (It would be peachy if it always came up with super quality, at low cost, and with free beer included.)
