[BA] We need to be a bit more clear about what we mean here.  Hadriel
has pointed out that RFC 5939 is rarely implemented.  Given that, we need
to be clear if we're talking about offering *both* RTP/SAVP(F) (preferred)
and RTP/SAVP, or just RTP/SAVP(F), with the ability to do another offer/answer
if that fails.  Obviously the implementation complexity, delays, etc. will differ
between these approaches.
