My opinion is that there is a lot of confusing legacy text in RFC5280 which
could be removed, and that we ought to spin the document.
I'm not really happy about that though, and if we can just do a IESG process,
then I'll happily be in the rough here.

I don't think we need to do this in 2021, but by March 2022, I think we
should either have started with spinning the draft, or have determined that
we don't need to.
