The charter is also clear [*] that the trust model presumes a single administration, so the inter-AS solution applies to multiple ASes under a single administration. This was already covered in the exchange between Joel and Stewart earlier today.

I do agree that IPv6 is less likely to fail safe if this assumption is violated, though.
