Hi Markku,

I've thought about this over the weekend. Changing the intended status of
the doc may look simple, but it might affect other docs as a precedent.
So, I would like to think about it a bit more.

I think it may be possible to do some experiments before we publish the doc
as a PS if it's not too complicated.
But, in this case, I think we'll need to delineate what we want to
evaluate.
One thing I am wondering is whether points are if there is a risk for
congestion collapse, or if this is too aggressive than NewReno or something
else.

If we think there's a risk for congestion collapse, we should be able to
describe which scenarios could lead such situations.
If we think CUBIC is too aggressive, I think we will need to define some
bars for it.
I think 9002 is more aggressive than TCP NewReno in some points.
So, if we reject CUBIC to be a PS due to its aggressiveness, I think there
should be a border for it.
