Joe,

Yes, there were several concerned ADs. After a discussion on the list 
and in the IESG it was my opinion that the changes that I suggested were 
a sufficient compromise to make the document acceptable. I would 
personally (and Ron too) wanted to go further, indeed make the SHOULD 
NOT a major point in the document. But I chose not to make that a part 
of a blocking comment. It is of course always tricky when one AD is 
representing concerns from others as well as himself. It was my 
interpretation that what we did is an acceptable way forward, but it 
could of course happen that Ron or others feel strongly and want to 
Discuss further.
