If we always force the receiver to verify OCS, we will be giving up on
the intent of LITE. I hope that's not necessary - it should be a user
choice, IMO.

To be clear, this is the case I'm referring to - this would kill LITE
completely. 

I don't think we should do that. If the *user* wants to take this risk,
why are we prohibiting it? This is a user protocol, after all.
