Not the ICMP errors to which Mike is referring to when IPv4 node
detects unrecognized HBH or Destination Option . Those are Parameter
Problem ICMP errors with code 2 "unrecognized IPv6 option encountered"
so they are not applicable here.

A single bit in the option type to indicate that the option can be
skipped if unrecognized should be sufficient.
