If the admin wants to prevent their users from extending the network, then
you need to control those users' devices. There is no other way. Sharing
network connectivity is possible with IPv4 NAT today, and anyone who wants
to share an IPv6 connection can use IPv6 NAT as well.

You cannot control the number of devices by controlling the number of
addresses. NAT broke that 20 years ago.
